The seven seats.

WHO's 2026 scaling guidance names seven roles that government actors play when a health innovation scales. This check asks one question of each: can you write a name behind it?

The rule of this test: a name, not an institution. "The Ministry" is not an occupant. "The steering committee" is not an occupant. A person who would answer the phone about this seat is an occupant. Where you cannot write a name, you have found where the scale-up will stall, usually about two budget cycles from now.

A vacant seat is an address, not a verdict.
